The fisherman in the State Farm commercial is, Myron Natwick II. He also can be seen and heard in the TV movie, Amber's Story. He played, Glen Park in this movie. Although the person you named resembles the fisherman, somewhat, it is not him. (doesn't sound like him either. Look up a photo of Myron Natwick II or watch the movie to hear that distinct voice. This has been confirmed in my State Farm office.

Re_search_er, The commercial is NOT in any of the credits for Peter Looney, although the resemblance is close, the voices are VERY different.
You must have picked up your info from what other mistaken people have said.
While Myron Natwick did appear in a State Farm commercial, it was the one where the man pulls the quarter from the little boys ear and the boy ask him to check for more, as he reaches in his pocket to find another coin to repeat the trick, all kinds of items fall out of the boys hair....ending with the line " That's my comb!" It's on INB.
